5 checks before you pay for any plot in Kharkhoda
Kharkhoda now has more than a dozen plotted colonies, and not all of them are licensed or registered. Use these checks on any project, including ours.
Check the papers before you pay
Each check takes minutes and needs only a phone. If a seller cannot answer one of them in writing, stop and ask why.
Run them on DRMS Dharamansa too. Our DTCP licence number is 195 of 2026.
DTCP licence
A plotted colony in Haryana needs a licence from the Town & Country Planning Department (DTCP). Without it, the colony is not approved.
How to check
- Ask the seller for the DTCP licence number in writing.
- Look the number up on the DTCP Haryana website (tcpharyana.gov.in).
- Match the licence holder, the village or sector and the area with what you are being sold.
HRERA registration
Search the project on haryanarera.gov.in. No registration means no legal booking.
How to check
- Ask for the HRERA registration number and check it is printed on the brochure and ads.
- Search the project on haryanarera.gov.in.
- Confirm the promoter name, project name and registration validity match the seller's papers.
Approved layout plan
Your plot number and the amenities promised should appear on the sanctioned layout.
How to check
- Ask to see the sanctioned layout plan, not only the brochure drawing.
- Find your plot number, its size and the road it faces on that plan.
- Check that the parks, community areas and other amenities you were told about are marked on it.
All charges in writing
Get EDC, PLC, IFMS, possession charges, stamp duty and registration listed before you pay.
How to check
- Ask for a written cost sheet for your exact plot number.
- Make sure every charge in the glossary below is either listed with an amount or marked "not applicable".
- Add every line together, so you know the full cost before you pay anything.
Payment linked to development
Payments should follow milestones such as roads, sewerage and water, not only dates.
How to check
- Ask for the payment plan in writing, stage by stage.
- Check that each instalment is tied to visible work on site.
- Get a receipt for every payment and keep it with your allotment papers.
What the charges mean
Plain-language meanings of the words on a Haryana plot cost sheet. Rates change, so always take the current figure from the seller in writing.
EDC
External Development Charges. Paid towards infrastructure outside the colony, such as sector roads, water supply, sewerage and drainage. Usually charged by plot area.
PLC
Preferential Location Charges. An extra charge for a better-placed plot, for example a corner plot, a park-facing plot or one on a wider road. Usually a percentage of the plot price.
IFMS
Interest Free Maintenance Security. A deposit held for future maintenance of the colony. Ask how it is held and when it is used or adjusted.
Stamp duty
A state tax paid when the sale deed is registered. The rate is set by the Haryana government and is worked out on the value of the property.
Registration
The fee paid at the sub-registrar (tehsil) office to register your sale deed in your name. This is what makes the registry of your plot official.
Possession charges
Charges collected when the plot is handed over, for example for connections or meters. Ask for a written list of what they cover.
